In 2018, the Trump administration attempted to suppress the voting power of immigrant and Black and Brown communities by adding a citizenship question to the 2020 Census. According to Article 1, Section 2, of the U.S. Constitution, the House of Representatives district lines are drawn based on the population regularly residing in each of the 50 states, regardless of citizenship or housing status. True representation is legally based on the complete population, and in 2019, the Supreme Court agreed with the ACLU and many states that Trump's citizenship question placed true representation at extreme risk by potentially undercounting millions of people.
