Sometimes we don't speak up because we're not only afraid to acknowledge the content of what we have to say, but may even more so, we're afraid to acknowledge that we're even afraid in the first place, that this fear may be viewed negatively and draw negative consequences for us. In Buddhism this layer of negative emotion about the existence of our core experience is referred to as the second arrow. The first arrow may be the pain of grief, while the second arrow is the fear or embarrassment about having that grief at all. In the experience of oppression our internalization of violent consequences can maintain the dominating status quo and in this way maintain oppression itself.
